Creation of the Council of Europe

In the wake of the Hague Congress, the European governments created the Council of Europe, which was the origin, a year later, of the European Convention on Human Rights and the Court of the same name. Based in Strasbourg, the Council of Europe is responsible for a substantial body of legislation, particularly in the area of respect for and promotion of human rights in Europe.
