Presentation of the White Paper by Jacques Delors

Just appointed President of the Commission, Jacques Delors presented the leaders of the Member States with 310 measures designed to complete the single market. Despite the opening up of the frontiers, many administrative and regulatory obstacles still stood in the way of the complete freedom of movement of goods. Jacques Delors was convinced that the disappearance of the last barriers to trade would revive economic growth in Europe. He set a deadline of 31 December 1992 to reach this point, and from then on, the Community was governed by 'Objective 92'.
