Signing of the Single European Act

For the first time since the entry into force of the Treaty of Rome establishing the European Economic Community, the Twelve decided to amend it. The working of the institutions was changed to extend the principle of the qualified majority vote in the Council of the EU to all issues relating to the single market. The role of the European Parliament was expanded. These amendments were partly designed to complete the single market, in line with the programme presented by Jacques Delors. The Single European Act bears this name because it combines in a single text the amendments applied to the Community treaties and formalises European cooperation in matters of foreign policy.
