Signing of the treaty merging the Community executives

To improve the efficiency of the Community executive, the Six decided to merge the High Authority of the ECSC, the Commission of the EEC and the Euratom Commission into a single institution. The Commission of the European Communities has extended powers that enable it to implement horizontal measures. A lively ideological debate then set General de Gaulle against Walter Hallstein, who saw this new Commission as an embryonic federal government of Europe. Hallstein eventually resigned, to be succeeded in July 1967 by the Belgian Jean Rey at the head of the first Commission to come out of the Merger Treaty.
