Signing of the Treaty of Amsterdam
The Maastricht Treaty stipulated that its signatories should meet to make possible improvements to the working of the EU. During the IGC inaugurated in 1996, the Member States appeared more divided than in the preceding negotiations. This was why the Treaty of Amsterdam did not go as far as some might have hoped. Unanimity remained in place for foreign policy and the attempt to reform the institutions could not go ahead. Among the advances made were the institution of a High Representative for the CFSP, and the incorporation of visa, asylum and immigration issues into the Community remit. The Treaty also gave particular priority to the citizens of Europe, enshrining the importance to the EU of human rights, the struggle against unemployment and the importance of services of general economic interest.
