Signing of the Treaty of Nice

In 2000, the Fifteen launched a new IGC with a view to reforming the institutional system and adapting it to the needs of the enlarged Union that was taking shape. The Treaty of Nice amended the preceding treaties in fours areas: the size and composition of the Commission, the weighting of votes in the Council, an extension of qualified majority voting and increased cooperation. It also increased the role of the European Parliament by extending the codecision procedure. The new treaty, which made it possible to accept new Member States, was however felt to implement insufficient institutional reform. Its signatories themselves decided to launch a 'debate on the future of the Union' with the intention of drawing up a new text, to be prepared for the first time by a Convention.
