The Franco-British summit at Saint-Malo gives fresh impetus to European defence

At the Saint-Malo Summit, the United Kingdom and France agreed that the EU 'must have the capacity for autonomous action, backed up by credible military forces, the means to decide to use them, and a readiness to do so, in order to respond to international crises'. The EU then went on to implement permanent political and military structures, to clarify its relationship with NATO and to define specific missions (humanitarian aid, crisis management, peace-keeping). The first independent operation was carried out in the Democratic Republic of the Congo in 2003. The EU is now running civilian and military operations on several continents (in the Balkans, Africa, Asia and the Middle East).
