The Paris Summit

Against the background of the energy crisis, the Heads of State and of Government of the Nine met in Paris at the invitation of Valéry Giscard d'Estaing, recently elected President of France. At the suggestion of France, the Paris Summit instituted the European Council, alongside the Community treaties: from then on, European leaders would meet at least three times a year to take the major policy decisions together. The principle of electing the European Parliament by universal suffrage was also adopted. Anxious to improve their cooperation, the Nine instructed the Belgian Leo Tindemans to look into the creation of a European Union that would go beyond the stage of economic integration.
